I request your approval of the grant of about 53,934 square feet of land at Nairn Road, Kowloon, to Trustees on behalf of the Hong Kong and Kowloon Schools for Workers' Children, for the purpose of building a primary and practical primary school on the following conditions :-

Lease term, 5 years non-renewable;
Premium, nil;
Crown rent, nominal;
Building Covenant to be in general terms and not to require the expenditure of any stipulated minimum;
Restriction on user to the purposes of a non- profit making school;
Prohibition against mortgage, sale or any other form of alienation without the prior consent of Government;
Provision for resumption without compensation of any portion of the land required for a public purpose;
Reversion to the Crown without compensation in the event of a breach of any of the conditions of the grant.
The object of this grant is to provide accommodation for a school which formerly operated as an evening school under the name of "The Mongkok Workers' School" in premises held on requisition since shortly after the war to house a Government school. When other accommodation was found for the Government School the requisitioned premises were released on the 1st of August last and the Workers' school has thereafter been without any accommodation.
